Background
State Charity Care Laws require hospitals to make financial assistance available for low-income patients to help with their out-of-pocket medical costs. Unfortunately, Providence, one of the largest nonprofit health systems in the country, does not make it clear to patients that they may be entitled to this assistance, and takes steps to collect payment before notifying them that they are entitled to such free care.
This “Rev-Up” program which Providence developed in consultation with McKinsey & Company, emphasizes aggressive solicitation of payment from patients, even from those identified by the Charity Care Law as qualifying for free or discounted care. Washington, where Providence is based, mandated that all hospitals in the state must provide free medical care for anyone who makes under 300 percent of the federal poverty level. For a family of four, that threshold is $83,250 per year.
